if it is paw they cannot see those bones on xray too tiny and they will only splint paws no surgery
if broken it will be swollen
sounds like dislocation is possible if they did not do xray frontal with both arms down they may not have seen it. If they laid her on the side to xray may not have seen it in that view. When dd had xrays they did both legs front view and then a side view - did you get xrays on a cd to take with you? i wanted that so went with vet that had digital xray
