I am talking to you as a breeder, not a pet owner..I thought you wanted breeding advise.
Of course, pets come from pounds, shelters and even off the street ..found a few myself and kept them..
You asked about producing the best as your goal..your biggest misconception is to think pets come from pets...if I had learned that from the get-go 36 yrs ago, I would not have wasted time and produced too many poor quality Yorkies..never had good advise.

Champion Yorkies produce show quality and pet quality, so IMO there is no need to buy pet stock to produce a pet...the goal is to improve the breed...
