Roxy used to be this way when she was that age. I'd let her kinda chew at it a minute then continue to brush. Just kept at it & eventually she has accepted that brushing is just part of life. Be patient & persistant. Be sure your brush is not a real abrasive one like a slicker bush that can be harsh against tender skin. I got a CC brush w/wooden pins & we both love it. Feels good.
