Sounds like you've gotten some good advice on things to try. Is the whining new or has he always done that? If it's a new behavior, I'd want the vet to check him out.

If nothing's wrong, I'd try increasing exercise during the day or at night. Get him good and tired and see what happens.

If you want to try pee pad training, you might try setting up an xpen somewhere with his bed on one side and a pee pad (or litter box with grass) on the other. Sounds like he knows not to pee on your bed, so maybe he can learn not to pee on his own.

Good luck! I know that can be frustrating. Mine do that when they're not feeling well, and it can wear you out.
