I don't think banding is illegal here, but I could be wrong. I know my goat breeding friend said it is done with livestock, including goats. But I never knew they did that to dogs until recently.
I shared the 2 docking video's mainly because I was shocked, and it take a lot to shock me these days. What kind of fool would do it to a puppy that old is beyond my comprehension!
Oh and of course your right, this isn't the normal way that it is done. The sooner the better after birth.
