I agree, you must limit the areas he is allowed to roam in and watch him like a hawk. Take him out more often, after eating, after playing, after napping, etc. Give him a potty command and use it every time he goes. Also, it will help a LOT to praise him and treat or reward him every time he does it right.
He is still very young, it will take time and patience and persistence. Never punish him for accidents in the house, it will only make him think it is bad to go potty and then will try to hide it.
When you catch him in the act distract him with a loud "eh" or hand clap and pick him up and place him where he is supposed to go, PRAISE and I cannot stress that enough, praise him when he gets it right.

And you must eliminate the odor in spots he has gone, or he will be attracted back to the spot
