Angry What do I do when I catch him peeing?

5 month old Ruger seems to wants to pee everywhere now, and I seem to spend my day following him around with a bottle of Natures Miracle. I know I'm not supposed to scold him when I find a mess, but my question is what do I do when I catch him in the act?

I yell NO! when I see him peeing on the floor, and when I finally catch him I put him on the pee pad, but of course he's finished by then and just walks away.

If I walk him he goes outside no problem, and he pretty much goes on the pee pads, but lately he's been just going everywhere. I thought getting him neutered would help but it made no difference.

So, what's the proper thing to do when I catch him in the act?

BTW, he was just at the Vet and he doesn't think Ruger has any bladder problems or infections. He just tells me Yorkies can be hard to train, and Ruger's still pretty young.
