So, I wanted to make sure to update my situation. I went back and forth between Proactiv and Paypal... I contacted the BBB and the Attorney General for their state. I gave them a time limit and called back every few days. Early this week I called and Proactiv had a zero balance and a note on my account saying But then they gave me a hassel because I wanted a letter sent to my address or email stating this, after being on hold for over 20 min. I was told someone would call me because they have to verify the zero balance!?!? Well, I got a letter today that stated a zero balance!! ( and that my account was closed... Which I already did) 
  
So now I am going to send a copy of the letter to collections (just to be safe) and it should be done.
