Cindy, I think the penalties (jail time of not less than 1 year but not more than 5 and fines not less than $1,500 up to $10,000) is pretty good considering that we've previously had no felony designation attached to animal cruelty. It may have a real effect as many people really don't want to be a convicted felon. That would have many repercussions for them beyond the fines and/or jail time. |
Some of the same laws are in other states and people are walking away with a slap on the hand...but as long as people start saying enough is enough (sorta like our government right now...sorry just had to say it..

) then we will start to see real change.
