You might try getting a piece of tileboard from Lowe's or HomeDepot. Its usually on one of the back walls. Its the stuff like you can put on bathroom walls (the white tileboard). It is only about $10 a sheet and is lightweight enough for one person to handle it but heavy enough for your pup not to be able to move it.

My ex-pen is 36" high and haven't had problems with it YET.

You could always get another piece of tileboard to put on the bottom of the x-pen so that you don't have to worry about ruining your carpet or floor. A shower curtain works well on the floor beneath it too.
