Yes, it may be yeast, or bacterial, or both. When you smell the ear, does it have an odor? If the itching is this bad, she should be seen. The can take a quick smear, scope it, and if there is bacteria/fungus, give you an ointment that covers both. I wouldn't leave a possible ear infection unchecked bc they can go deeper into the ear and really cause a problem .
