Look at the top 5 ingredients in Eukanuba. If you see more grains than meat, than that could be the issue at hand that is causing her dry skin and allergies.
As for the shampoo, it will not help her dry skin. You need to treat the inside health in order to correct what is going on with her skin. The dryness is most commonly a symptom of another larger issue going on; such as the allergies. Shampoo and conditioner will treat her hair but not the skin.

I personally would start there, choosing a higher quality food. One with human grade components and with essential oils that will help with her coat.
