I had a similar issue with Harley when she was really young. She never minded the brushing, but for some reason, she wasn't keen on my brushing the hair on her mustache. I think it may be a bit uncomfortable for them too as that hair tends to tangle and stick together easier because of food, water, and sniffing the ground.

Try massaging her while she's on her back, this will relax her. And then when you feel her relax, move up to her face gently and just stroke it with your hands while talking softly and lovingly. This worked for Harley. It's still not her favorite, but she doesn't fight it anymore. When she lets you touch or caress her face, have a treat ready. Try giving her a specific treat which she's never had before, and use this ONLY for grooming the face. Maybe she'll begin to look forward to it because she knows she gets an out of the ordinary treat
