I do not know this breeder, but what you mentioned does not sound good. 5-6 dogs per cage??
Go with your gut... if you think he's not reputable, keep looking. From the things you said, my advice would be to pass up this breeder.
Nobody will admit they get their puppies from a mill; including a pet store...just FYI.

Check out ytca.org breeder referrals for a list of breeders in your area.
Be sure to research any breeder before purchasing a puppy.
