IMO they should not have had a problem. It was a brother and sister living in one house. One had one dog the other had two, as an individual they legally could own two dogs. But the neighbors complained because they barked at their cat. One dog was blind and the other two helped it get around. These were small yorkies too 5 pounds or so. When the people came to the door to respond to the complaint the brother and sister were told they were over the limit and one dog had to go. They counted the brother and sister as a single family over the limit instead of individuals sharing a house under or at the limit. Last I heard they went to court ready to fight only to be told that wasn't what they were there for, that day they were only there to get a court date for later. Then it wasn't talked about again, I e-mailed the person who reported the story to get an update or verdict and got no response.

Contacting someone in Atlanta might surprise them. They probably don't think anyone outside the local area is aware of this story.
