I have taken Couver in many places with his head sticking out of the bag with no problem. The general rule is if they do not serve food and you have them in your arms or in a bag, you should be fine. Of course there are going to be exceptions, but this is usually the case. I believe our Target has food, so I would not try this there.

Couver goes with me everywhere as well... He is very well trained in his bag, and does not disturb anything. He has been to the movies several times
