Wow, this is a really difficult situation for you isn't it?
He seems really stressed. If you have money for clothes and treats and such, and you have the time right now, maybe you could consider an obedience course? I think it might really help. Also, you said you can't afford a dog walker, but do you walk him?
Maybe others will have more suggestions. I really hope things get better soon for you and your pup.
