There is a wide range of opinion here on the use of pads and training the dogs to go indoors, but I am an advocate of pad training, especially for the little ones in colder climates. A couple of the breeders/exhibitioners here have posted that their experience is that a pad trained dog can always be trained to go outside later, or to do both pad and outside. On the other hand, they said that a dog that is trained to go outside first does not do well with pad training later.
I have also read where one person uses the pad in her garage, so the dog is sort of going outside.
Try keeping a close eye on your pup for the hour after he eats, play fetch or do something to exercise him, keep the pad close by for him to poop, and when he poops on the pad, praise him and give him a treat. If he does his business somewhere else, one person suggested having the pup watch you take the poop to the pad and then roll up the pad to dispose.
