You're not overreacting. I had the same thought when I switched Kaji from outside to indoor only (pee pads). He's almost a year and a half so to him it was a complete mystery why I would want him to pee in a no no area. Just be consistent. I still take Kaji to the piddle pads every 2 hours. He's starting to go by himself, but it's not 100% yet.
