Mine do this and I believe it is the terrier coming out in them and they are trying to grab the pant leg. They are not trying to bite my skin but my pants. When I used to walk into house from work I had six of them pulling on my pant leg as we walked to the back of the house so I could let them go out.

I wish I had a magic answer but I don't but I would also tell you I am not sure it is a good idea to train them not to go to new people.
