You aren't being consistent. Sorry! Not being mean. Ring the bell with his nose. That is how he'll learn. He won't learn if you do it. You are the one learning then.
If you don't go out with him, then you can't know if he really went. Also, if he did go, you would not be there to make the big deal about it that he needs you to make. He wants you to brag on him and be proud of him, so once he catches on that it is wonderful that he's going outside and you make a big deal and he gets a reward to boot then he'll try to please you.
