He's still just a baby and needs more time. This is a crucial age for laying down the laws...just be consistent. And it may help to just take him aside for a few minutes a day in a quiet room, just you and him, and simply love on him. Despite what his behaviour displays, he really DOES want to please you. He simply doesn't know how yet. Puppies can be trying at first, but SO worth it in the end. Good luck and best wishes!
