due to age of your yorkie I would have a thyroid panel done as this can be a sign of hypothyroid and it runs in this breed. This can be sebaceous gland excretion and dogs with thyroid issues can have skin issues so if this was my dog i would have a thyroid panel done, cbc panel and a skin culture done that would be a good start
make sure when doing thyroid panel they do a complete 6 panel which is t4free, t4, t3free, t3, t4aa and t3aa
the vet will probably do a cytology at office and look under microscope there at office but If they see bacteria you may want to have a culture sent to a lab to find the right antibiotic if it is staph.
can you post a pic of it so we can see if we have seen this on our dog? that sometimes can help
