Yorkies take a lot of care and training and can drive even experienced dog owners up the wall. It's really a lot like having a real baby. To answer your question, yes, you can keep a yorkie looking like a puppy easier than just about any breed. Many yorkies have smaller noses and this helps keep them looking young. Many people also keep their hair trimmed in a puppy cut, and this too helps to keep them looking young. However, don't be surprised if your "eyes" mature and you like different looks later down the line.
Concerning wanting a 3 pound adult dog, you should probably buy a dog that is one year old or more, if that's important to you. Breeders who say that their dog will only reach 3 pounds are probably lying to you. Some breeders will claim that the dog is 12 weeks when it's really only 6 weeks so that you think it will be small. I really don't recommend someone looking for a dog under 4 pounds, you will have many more joint problems and teeth problems with the smaller dogs, and this can become extremely expensive. I recommend you find the best breeder possible, one who really looks for health of the dog first, and one who will stay in your life to help you with different problems that you will encounter. The standard size for yorkies is 6 pounds and below, so any breeder that breeds to standard should have a small puppy. Check out both parents, in person, don't take the breeders word for this. Good breeders will not breed a female less than 5 pounds due to health risks, but dads can be smaller. They often do sell females whose adult weight will be less than 5 pounds because they don't believe in breeding them. The weight at 12 weeks is approximately 1/2 the full-grown weight. This varies, so any breeder guaranteeing a certain weight is probably lying. Good breeders will not sell a dog, until they are a minimum of 12 weeks and most will wait until the dog is 2 pounds.
