Unfortunately, I believe that Chachi is probably right and I doubt there is little you can do. Basically, you have no proof, the neighbors are clearly not going to cooperate, and it's just going to be your word against theirs. I'm not saying don't bother trying, just don't get your hopes up.
I'm going to bit my tounge on the situation regarding the neighbors and the dog and reprecussions, because I don't have anything nice to say. and as the saying goes, "two wrongs don't make a right."
I am very sorry that this happened and my heart goes out to you and your family and what you are having to deal with because of such a horrible, senseless tradgedy.
