You can take them to small claims court - depending upon the maximum amount your state indicates for small claims. Take pictures of their dog to take to court. Take pictures of your yorkie and any receipts along with you from when you purchased your yorkie. Also take pictures of the fence where this occurred.
I'm very, very sorry this happened. It is heartbreaking.
