Oh that is bad.. Really bad.
I am sure with a lot of patience you can probably retrain him. I am a FIRM believer in crating, it has always worked like a charm for me.
Once they pee on the carpet and you do not clean it very well, the smell is there and they will think it's okay to "go there" everytime. If you catch him in the act of wizzing or pooing. (in a strong tone) shout NO or a loud noise to distract him from doing so! Both of mine know the finger snap for anything bad they could possibly get into.
All in all, when you are not there or will not be able to "watch him" all the time, crate him. He will eventually learn to respect you.
