Default Can you re-train a 5 year old?

My dog will be 5 in april. He has always had a problem with going fully onto the wee-wee pad where he would put 2 paws on and pee on the edge. But now it has gotten out of control. He will pee where he wants, and poops where he wants.

He goes where he wants out of spite. If he wants to get on the bed and we don't pick him up and tell him to use the steps he pee's. If we put him in the room when he cannot roam the house he pee's. The other night our cat would not let him down the steps off the bed and he pee'd on our bed (where he sleeps also) And tonight we are eating dinner and nothing is being "dropped" he poops on the in-laws carpet.

I will take full responsibility for spoiling him but my question is, is it to late to reverse this. We are moving into a new apartment in about 3 weeks, I am concerned because we will have 2 floors instead of 1 flat apartment and all of the rooms have carpet.

Any advice would be great for a new start in a new place. For the first time since I have gotten him I can say I am honestly stressed
