If the expen is out of the question, then you will have no other choice but to get up with your little one, especially at her age. Being 13 weeks old, her bladder is only but so big.
The expen is what we've used and still use. They have a crate, 2 beds/blankies and a pad in there. They are loose during the day and have no problems going back to use the pad. When we have traveled to family, they sleep in their bed and use the pad that we set out for them. But mine are older too. Good luck.
