I don't think anyone is going to be able to diagnose a skin condition that sounds that involved.
I also do not know why you find it so odd that someone would suggest a vet for a pup with "scabby bumps all over". It sounds pretty involved and I think I gave you good advice.
Sorry to have offended you with a suggestion to do something that I myself would do.
This is not an auto forum....I think if you were talking about a car it would be quite different.
