I don't have a lot of experience with Yorkies, Maximo is my first, but I believe it helped that I have always kept his piddle pad inside his x-pen, which is his personal space. He has never piddled on any of my rugs or carpet. The downside to this approach is that I have x-pens taking up space in 2 rooms.

I believe it also helped that I continue to praise Maximo every time he uses the pad.

Does Romeo always have easy access to the pad -- does he maybe piddle on your rug because he is too far away from his pad and he doesn't want to make the trip?
