No, a tail cannot just grow back. Once it's gone, it's gone. The tail is amputated in the same way a limb on a human is amputated.
I wish I could find a breeder that did not dock the yorkies as I would really like to get a little boy soon and would like him to have his beautiful tail. But not many are around, I haven't been able to find even 1 in the US so far.. Might end up having to get one from Canada (also do not dock there, i think)..
