This is outrageous and these people are stealing from you. Water is so expensive in AZ so this would send me over the wall. I think you can buy locks for your faucets and you might want to check with your water department. BUT, having said all of this I will be very leary of pissing a neighbor off as I would be afraid what he would do to the dogs to get even with you. Even if you go out with the dogs all the time he could put treats down that could harm your little ones. Just Be Careful
