Two ideas...........I have seen dogs with tongues that hang out because they are missing teeth in that area of their mouth. Assuming yours has all of his teeth, is it possible that he could be getting hot under all of that fur? A dogs tongue swells when they are warm, and the evaporation of moisture from the tongue helps to cool their entire body.
