there was an episode on Animal planet, about a yorkie who lived in the city, he was taught not to chase cars even while he was on a leash so I do think it is a good question. He was told to sit at the curb... he was not allowed to stand or put a foot forward until the owner walked. I have no idea where the OP lives but I do think its a good question.. I would walk on the curb and do NOT let him but his foot past the curb, make him sit and treat. I going to assume you live in a busy area, so even while on a leash dogs still want to chase the car..
