Well, I think it can be a legitimate question. Because even though your dog should always be on leash, accidents happen and dogs get loose and it'd be nice for them to know NOT to chase a car. So I think it's a good thing to train them to be scared of cars. For example, when walking Jackson on leash and we're going to cross the street, I usually stop him and say "car, stay" as the car passes by. I don't know what he would do without a leash and a car but at least it puts my mind at ease that he may remember if ever to get loose.
