At 15 months the chance are that it's not her first heat but second. The first heat is often a silence one.
Lost of cleaning and swollen sound normal to me.
If possible at all,I won't STRONGLY recommend you to send your Pekingese to one of your friend or to a family for a few weeks. You male WILL get interested for sure soon. Your male is probably going to start PEEING all over YOUR HOUSE soon so if you don't have any you should get some belly band ASAP!
And please, don't even think about breeding your Yorkie with the Pekingese.
Not only the shelters are full of mix and mutts dogs, but the Pekingese head is to big for the yorkie female so if the puppy have a Pekingese shaped head it increase the chance a c-section enormously ( $$$) and put your bitch at danger.
