Aww Gen, don't give up! People will do a lot of things to avoid having to pay those pet charges. And yes, it is silly that they require 24 hour notice...although I think our condo association has probably violated that rule a couple times
Can you maybe get a friend to drive you to a stake out or borrow a car so that it isn't always in the same car? That might be a little less suspicious.
