It's worse than that I'm afraid, they flat just didn't care! The "owners" (from another town with no shelter) called the day before and wanted to surrender them but were told bc they didn't live in this town the girls couldn't be turned in there. So, the next morning the girls showed up at the shelter with a note, that they had been "found" running the streets there in town. Supposedly they were "Grandma's dogs" - if that's the case, Grandma was a bad byb.
Dumping like this at the shelter also happens bc people don't want to pay the $20 surrender fee.
Is it any wonder why I feel as I do about dog breeding
