The color “steel blue” is defined exactly: the silky, straight and shiny coat reflects a bluish shimmer in sunlight. Steel blue may range from a darker to a lighter color, but not silver.

In IABCA shows...the dogs are judged against the standard and are awarded ratings or grades...with that stipulation in the standard I'm not certain a judge would award a V1 rating.
Frankly I'm amazed that you received a reply to an email that quickly....there is a decided lack of customer service on their part.
