Is he a rescue pup? Do you know his history? My foster pup that recently passed away did not have hair on his ears when I first brought him home. He had little tuffs of hair on the ends and if I pulled on it they would come out. I used an anti-fungal cream on his ears and after a few months the hair did grow back. Before he passed away his last 2 groomings they actually needed to trim the hair on his ears. I do believe it is leather ear like previously mentioned above.
