She sounds like a pet owner in a bad situation... that is the main reason i do not place a puppy unless i meet the FINAL owner.....
She was gifted the dogs right?
She took them to vet right?
She is asking a very small re-homing fee to cover her vet expenses and to make sure the dogs are going to a good home right?
Now the real question you need to answer: Is she in driving distance from you?
How much do you know about dogs? Can you tell if the dog will have something obvious? healthy bright eyes, clean, nails done, groomed ... those are indications of a well cared pet.
can you read the health records and understand if the vet put any remarks? Only regular care?
And i believe it would be fair to ask if the actual owner could accompany you to a near vet and at your expense have the dogs looked over to make you feel more secure . Beyond that it seems very unfair since the owner is only asking for a very reasonable adoption fee. I also do not think that any pet owner would be able to offer you any guarantees... and 8 month old pup... a vet check should be good enough for you.
If you are looking for all health assurance and guarantees you also should expect to be paying decent money to a reputable breeder!
Do not loose the opportunity ! act fast !
