First of all, what exactly do you mean when you say the vet in Houston are scammers??? I'm confused as to what you mean by that. But from everything else you've said, I don't see why you're so uncertain about her. I guess what matters the most is how you feel about the situation, people usually can tell when they're being scammed; if you feel unsure, than look into this further. The best advice I can give is to acutally go to her home and take a look at the pups for yourself. It sounds like she just wants to find a good home for her babies, so take a look-see. And ask lots of questions- about their vet-care, whether they're utd on shots and whether or not they have medical issues that need to be addressed, and of course questions about the dog's personality. And did she say you could come with her to the vet??? Most would just tell you to have the dog checked out within so many hours (days) by your own vet (which I recommend), then if something is wrong you can take the dog back and get your money back in return with proof. Though she isn't the breeder of these pups, I would still believe she would be smart enough to have a contract in place. What she expects from you and what is expected of her. This should protect both parties if something were to arise.
