I have a Dachshund that used to do the same thing.

I blamed my self after a while because he was my first small dog and my dad always handled our big dogs.

I got a potty training book, finally. It says to take them out 15-20 minutes after they eat. You dont jump up and poop do you? LOL! (maybe occasionaly)

Take her out every 2 hours or so. If she doesn't get it after that, crate her and only let her out to potty. Play with her ONLY after she potties OUTSIDE.

Try not to scold, I found out that; that is completely useless. They don't care. Lol!
