I checked and unfortunately neither Georgia or Tennessee have puppy lemon laws.
What a terrible situation to be in. Getting a new puppy should be such a happy time for you.
Are you close to the University of Tennessee? They have an excellent vet school. If you decide to keep her, I'd take her there for an evaluation and her surgery.
