Yorkie standard says not to exceed 7 pounds....but, the standard is in place for showing and breeder guidelines as to what we are attempting to achieve.....
Hoss may very well come from a breeder that is breeding to standard and line breeding.....Since so many breeds went into the final Yorkshire Terrier, it's always possible that a small one or one that exceeds standard can be produced within the same litter, just as you can have a soft coated and a silk coated pup within the same litter......All has to do with what is in the line.
I know that I line breed with the best of lines in my pedigrees, and do get oversized and undersized yorkies on occassion.....This breed is not easy to breed.
