The term puppy mill has nothing to do with the conditions of a kennel, but the large volume of of puppies that are churned out for profit in a factory-like style.

Here is the definiton of "mill":


# an organization, establishment, etc. where things are done, produced, issued, etc. in a routine, rapid, mechanical way

# a building or group of buildings with machinery for manufacturing or processing something; factory


Because of the high volume of puppies produced in these commercial kennels, the living conditions are often substandard, though.
