Honestly, as someone who's worked in apt complexes this could easily go either way. Many managers won't care if a tenant has a pet if they aren't allowed - because enforcing it means the tenant could leave and they have an empty apartment to turn over and deal with. Many won't do a thing unless another tenant complains. They also shouldn't talk to anyone about a tenant, including if they have or don't have a dog and while we'd love for a community manager to be that nice... it'd also be grounds for that person to loose their job very easily especially if they enter the woman's apartment for that reason.
Depending on the person who works there and the situation (management could know they have a new dog) they may just get served a notice right away. As much as I'd hate to say it, someone who just picks up a random dog without caring about the owner.... isn't going to think about putting it back on the street if they get a cease and desist notice because they're not allowed or can't pay another pet deposit. If this
is Cookie that would potentially be a horrible horrible thing.
