CT doesn't always show up on x-rays. If he's having an attack during the x-ray it's more likely that it'll show, but that's not always the case. What the vet did, rubbing his throat is how they check for CT. It's good that you're getting a second opinion. Surgery would be the last resort & it is a condition that can be controlled w/the correct environment (like you said temp) & meds/diet. Like 17rosebuds said, many pups develop stronger thracheas as they get older, hopefully Tuffy will be ok. Please keep us posted on the little guy.
