Any breeder can have papers. You have to do your research before jumping into something. I got my Cody from a women who was probably BYB (I know now that was wrong) and she said I could "register" him knowing he was Yorkie/Poodle mix. You just have to search out for good breeders, and yeah papers don't guarentee health but that is where research comes in.

And there are so many pups in shelters unless you are breeder for purpose and to actually form a breed ("labradoodles" are an example that is on the right track), then you are wasting you breath saying that all people who mix on purpose aren't in it for the money or some other irresponsible reason.
